Patrick G. Risse, MBA, CPA, R&D Engineer Expert

Patrick brings a highly unique blend of experience and expertise to STS from over 20 years of working in technical, financial and business based roles. Starting out as an Associate Plant Engineer, Patrick supported an entire manufacturing facility and it’s internal processes through design, research, documentation and reporting.


Subsequently he moved to a highly competitive global market in a hands-on R&D Engineer position. In this role he managed the Mechanical Engineering team for new product development from research and development to mass production. Patrick was relied upon increasingly for his strategic thinking as evidenced by his vision and execution of a successful internal technology transfer; he turned a potential $20m intellectual property loss into a profitable manufacturing production run. In line with developing his ability for financial analysis, he was awarded a U.S. Patent for his work on component design that allowed the company to recover $900k per annum in otherwise outmoded inventory.


More recently as President / Controller, Patrick designed and deployed a successful 5 year turn-around plan for a family business, positioning it for an ultimate sale. Through implementing root cause analysis processes, setting financial performance goals, and implementing a new strategic marketing plan, he was able to help the company realize attainable profitability targets which surpassed previous company performance.


Today, Patrick leads the compliance efforts of STS in the R&D Tax Credit practice with a proven track record of significant financial planning by identifying, designing and implementing strategic operational improvements. His strengths in accountancy, analysis, and his expertise as an experienced R&D engineer equip him to maximize credits for each and every STS client.


Patrick has a Bachelor of Science in Mechanical Engineering from Cal Poly, San Luis Obispo, and a Masters of Business Administration with a concentration in Strategic Operations from California State University, Sacramento. Patrick is also a licensed Certified Public Accountant (CPA) in the state of California. Additional certificates/awards include, Certificate of Advanced Business Studies (CABS), Engineer in Training Certificate (EIT), and U.S. Patent No. 6,650, 506.


Yvonne R. Miller, CFO & Corporate Secretary

As Co-Founder of STS, Yvonne brings over 20 years of applicable business experience to the STS team. Early in her career she worked for the Federal Government’s Department of the Interior, Fish & Wildlife Service where she managed administrative operations for the western region. Subsequently she obtained her CA Broker’s License and worked with two separate custom home construction companies where she managed strategic marketing and new home sales in the Northern California region.  As CFO, Yvonne manages corporate finance and strategic budgeting for STS.


Yvonne has a Bachelor of Science in Business Administration from Boise State University. She is also a licensed California Real Estate Broker, 1988 - present.


Michael Penfield, M.S., Operations & Marketing

As a dependable communicator in multiple roles, Mike has a history of providing strategic focus to operational efficiencies and organizational goals. With a background gained from startups to fortune 500 companies, he brings extensive project and program management experience in managing information flow to drive operations.


Mike began his career managing a Law Practice for more than 7 years, specializing in Business Transactions, Taxation and Estate & Trust Planning. The practice grew to succession planning with a focus on high net worth estate preservation. From there he moved to marketing roles in the telecommunications industry where he supported enterprise sales organizations and helped develop centralized communication models and integrated marketing plans. He also created and managed training programs designed to interface with product marketing and management organizations for regular product launches.


Through continued proactive learning and consulting, Mike has continued to expand his strengths to include transferable interdisciplinary skills with improved abilities to listen and adapt quickly, effectively communicate new ideas, and incorporate new media resourcefulness in any organization.


Mike has a Bachelor of Science in Business Administration & Marketing, and a Masters of Science in International Commerce & European Studies from California State University, Sacramento. He completed post-graduate studies (1st & 2nd Yr courses) at Lincoln Law School of Sacramento. He regularly continues coursework and self-study in new technologies and related industry topics.


Smith Miller, President & CEO

Prior to founding Strategic Tax Solutions (STS), a premier Research & Development Tax Credit Company, Smith spent over 7 years with
two regional accounting firms building some of the industry’s best tax credits and incentives programs. Throughout this period, Smith has developed a well-deserved reputation for his expertise and strategic approach to federal and state research and development tax credits and incentives. 


Smith is a recognized leader in federal and state credits and incentives. While minimizing disruption to business operations, Smith takes
pride in helping his clients identify benefits to which they are legally entitled. Several of his recent R&D refund solutions provided clients with
well over $2.5m in federal and state tax refunds. He has assisted some of the largest enterprises in California to capture and realize  benefits from the R&D tax credits. 


Focusing primarily on the western region, Smith has developed and expanded STS market share by implementing his proven strategic
marketing plan which includes building a team that targets industry specific companies.  He has established a solid track record for generating and acquiring new clients through the use of industry  best practices and applying his subject matter expertise in the tax credit and incentives practice. 


He has successfully applied this business model to identify, quantify and substantiate qualifying activities for research & development
tax credits for his clients. Smith continues to find his passion in leading the company’s strategic expansion in corporate R&D Tax Credit solutions.


Smith has a Bachelor of Science in Business Administration from the University at Albany, New York. He has completed additional
course-work from California State University, Sacramento. Smith also continues his education in the specialty areas of engineering, architecture, manufacturing, construction, technology, aerospace, and medical devices, products and procedures as they relate to R&D Tax Credits.
